3.1.2/3.1.3 for Android

The first minor update of 2023 includes

• A new style of popup messages
• Other UI improvements
• Few text-to-speech interface fixes

Update: 3.1.2 was quickly replaced with 3.1.3 to fix possible crashes on devices with old (4.4 and 5.x) Androids.
