FBReader 3.1.8 for Android

The maintenance release changes the main target to Android 13 (API 33). This is a requirement of Google Play. We also updated the betas to 4.0 beta 49 and the plugins to 2.2.16/2.3.8.

Since this version, FBReader is suggested for opening files via Samsung's built-in file manager.
